Purpose of This Cover Page

This cover page precedes and contextualizes the administrative record archive that follows. It documents the method of access, preservation process, and observable portal conditions encountered during retrieval of records from the DERM-RER public system.

This document does not allege wrongdoing, intent, or motive. It preserves factual conditions relevant to record integrity, access reliability, and auditability.

Scope of the Administrative Record

At the time of access, the DERM-RER portal represented the responsive record set as:

All 31 pages were sequentially captured in full to preserve the portal’s own representation of the administrative record at that time.

Capture Methodology

All portal snapshots were obtained using a consistent technical environment:

No content was edited, enhanced, re-rendered, reformatted, or altered. The images are preserved in their original captured state.

Observed Portal Variability and Discrepancies

Despite a consistent capture methodology, the following objective discrepancies were observed across the record set:

  1. Portal Rendering Variability
    • Differences in visible viewport size and layout occurred between pages
    • Pagination and column visibility varied despite identical capture steps
  2. Timestamp and Metadata Irregularities
    • Filename timestamp strings generated during capture are not uniform
    • At least one portal record displays a clearly invalid placeholder date (e.g., “12-31-0001”), indicating database or normalization limitations
  3. Record Availability and Download Limitations
    • Bulk download and individual document retrieval were unreliable or unavailable during access
    • The portal displayed a complete record index while underlying file access remained impaired
  4. Record Versioning Uncertainty
    • The portal does not clearly expose version history or immutable prior states for records that appear to have been edited or re-published
    • Best practices for public records favor appended or versioned updates rather than silent overwrites to preserve audit trails

Record Retention Context

In response to a public records inquiry, the County indicated that certain legacy data may be stored on Digital Audio Tape (DAT) media. Restoration from such archival media is inherently time-intensive and may limit partial or immediate retrieval. This contextual information is relevant to understanding potential access delays and reinforces the necessity of independent snapshot preservation.
